Police in the Canton of Graubünden, where the forum was held, were responsible for the security of over 2,500 attendees, including heads of state or government, cabinet ministers, ambassadors, and heads or senior officials of international organizations. Due to the high-profile nature of the event and its participants, security requirements were extremely strict.
